UNESCO, as part of its fundamental mandate, wishes to support Afghanistan in the reconstruction and rehabilitation of the education system, notably in strengthening the capacity to plan for and implement a policy of Education For All (EFA).

This project addresses the following objectives:

- To strengthen the operational capacity of the Education Ministries and provincial education departments
- To develop an Education Management Information System (EMIS)
- To strengthen the school buildings and construction department in the Ministry of Education
- To promote national dialogue and support for a National Education Forum
